Forced to fix

The historic house Christopher Frick bought on North Church Street was an eyesore he wanted to transform.

But it could soon be abandoned because of what he considers increasing pressure by the city, but which city officials said is a result of his own delays.

Almost two years after an initial violation it’s possible Frick could soon face steep fines.

He moved into his home at 611 N. Church St. about three years ago after finding full-time employment in Jacksonville.

While planning to make repairs to the house, an added factor is that the home is within the city Historic District, requiring Frick to work with the Historic Preservation Commission to obtain permits.

But with the amount of repairs needed and the limited funds to do them, the home remains an eyesore and now Frick says he’s seeing more pressure from the city to make it right.

“When we first purchased the house, it sat empty for three years,” Frick said. “During those three years it had been broken into so many times there was no copper left in the house ...

They want the outside done before the inside was livable ... but I had to put it off. I had to get running water for my family, I had to get electricity for my family.”

While the home primarily needs vinyl siding to meet exterior standards, several rooms inside the home are still unusable from being filled with clutter from ongoing construction.

Katie Phelps, Jacksonville property maintenance inspector, said Frick received his first violation for exterior disrepair in January 2010. Usually violations can carry 30- or 60-day requirements for repairs, but said the court always handles matters on a case by case basis.

“[Municipal Court Judge Amy Jackson] always takes it on a case by case basis, and she’s very fair to people who are in a financial situation,” Phelps said.

Jackson said she could not comment on Frick’s case, as it was still pending, but said generally her policy is to consider all variables from both the city and defendants when making judgments.
