PTO treasurer faced similar theft charges 20 years ago

A North Augusta Middle School Parent Teacher Organization treasurer, jailed last week on allegations she took more than $38,000 from the school's account since she was appointed to oversee the funds in May, was convicted of similar offenses two decades ago.

According to U.S. District Court documents from the federal courthouse in Augusta describing the proceedings from 1991-94, North Augusta resident Connie F. Boisclair was the subject of a sealed indictment from March 1991. Boisclair, then a resident of Womrath Court in North Augusta, was charged with 76 counts of theft of government checks and three counts of income-tax evasion.

Augusta attorney Richard H. Goolsby, who worked from 1987 to 2007 as an assistant U.S. attorney in Augusta, said during a Tuesday interview that, according to the indictment, Boisclair worked as a bookkeeper in a nursing home in Evans, Ga., and the thefts involved retirement checks sent to nursing-home patients.

Goolsby, who is now in private practice, said the checks were largely from The United States Social Security Administration. A newspaper account from June 1991 stated that some of the money was also from Veterans Administration checks. Boisclair was reportedly employed at the nursing home for 20 months, stretching from 1986 to 1988.

In March 1993, she was sentenced 33 months in prison and ordered to pay $74,943.48 in restitution, court records show. She was released in August 1995, having served 29 months.

According to published reports, she could have received as much as 10 years in prison and a $250,000 fine on each of the theft charges, along with five years in prison and a $100,000 fine on each of the tax evasion charges.

Boisclair surrendered to North Augusta Public Safety officerslast Friday morning in connection with the current allegations at North Augusta Middle School. She is charged with breach of trust.

The investigation was initiated by the middle school earlier this month, said North Augusta Public Safety Lt. Tim Thornton.
